The arraignment was held at the <strong data-start=\"474\" data-end=\"532\">Regional Trial Court (RTC) Branch 27 in Lapu-Lapu City<\/strong>, where both her co-accused denied the charges.<\/span><\/p><p data-start=\"607\" data-end=\"1068\" class=\" translation-block\"><span style=\"font-size: 14pt\">Discaya was joined by a construction firm executive and eight officials of the <strong data-start=\"687\" data-end=\"737\">Department of Public Works and Highways (DPWH)<\/strong> who also pleaded <strong data-start=\"764\" data-end=\"790\">not guilty<\/strong>. Before the hearing, the defense requested an extension to explore other legal options, including moves against the court's jurisdiction. The court still allowed the case to proceed and set a <strong data-start=\"1021\" data-end=\"1042\">pre-trial hearing<\/strong> in the coming weeks.<\/span><\/p><p data-start=\"1070\" data-end=\"1502\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">The defense also proposed a <strong data-start=\"1107\" data-end=\"1134\">joint ocular inspection<\/strong> to prove the alleged existence of the project, while the court imposed a <strong data-start=\"1214\" data-end=\"1239\">90-day suspension<\/strong> on several DPWH officials.
