Causes of delays include <strong data-start=\"1150\" data-end=\"1199\">continued occupation of construction areas<\/strong>, <strong data-start=\"1201\" data-end=\"1236\">obtaining permits from LGUs<\/strong>, <strong data-start=\"1238\" data-end=\"1289\">changes in architectural and engineering plans<\/strong>, <strong data-start=\"1291\" data-end=\"1305\">litigation<\/strong>, and <strong data-start=\"1310\" data-end=\"1335\">poor coordination<\/strong>.<\/span><\/p><p data-start=\"1338\" data-end=\"1754\" class=\" translation-block\"><span style=\"font-size: 14pt\">Meanwhile, projects worth P619.532 million are idle or unused, due to lack of occupancy permits, insufficient personnel, equipment, and manpower, and non-submission of documents by contractors. Areas with idle projects include <strong data-start=\"1614\" data-end=\"1661\">Southern Philippines Medical Center (Davao)<\/strong>, <strong data-start=\"1663\" data-end=\"1680\">Zamboanga CHD<\/strong>, <strong data-start=\"1682\" data-end=\"1696\">Caraga CHD<\/strong>, <strong data-start=\"1698\" data-end=\"1735\">Zamboanga Regional Medical Center<\/strong>, and <strong data-start=\"1740\" data-end=\"1753\">Davao CHD<\/strong>.<\/span><\/p><p data-start=\"1756\" data-end=\"2272\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">In addition, there are <strong data-start=\"1772\" data-end=\"1789\">P2.362 billion<\/strong> worth of projects <strong data-start=\"1820\" data-end=\"1844\">not yet started<\/strong> until the end of 2024. The largest of these is in <strong data-start=\"1898\" data-end=\"1945\">Mariano Marcos Memorial Hospital (Region I)<\/strong>, <strong data-start=\"1947\" data-end=\"1970\">Western Visayas CHD<\/strong>, <strong data-start=\"1972\" data-end=\"2015\">Dr. Jose N. Rodriguez Memorial Hospital<\/strong>, <strong data-start=\"2017\" data-end=\"2052\">Quirino Memorial Medical Center<\/strong>, and others.
