As a result, PhilHealth's total budget for <strong data-start=\"422\" data-end=\"440\">2026<\/strong> reaches <strong data-start=\"483\" data-end=\"491\">P129.76 BILLION<\/strong>, up from zero subsidy in 2025.<\/span><\/p><p data-start=\"527\" data-end=\"847\" class=\" translation-block\"><span style=\"font-size: 14pt\">The approved amount includes <strong data-start=\"561\" data-end=\"578\">P53.13 BILLION<\/strong> for the <strong data-start=\"587\" data-end=\"624\">NATIONAL HEALTH INSURANCE PROGRAM<\/strong> and the returned <strong data-start=\"644\" data-end=\"658\">P60 BILLION<\/strong> that was wrongly transferred to the national treasury in <strong data-start=\"705\" data-end=\"713\">2024<\/strong>. According to <strong data-start=\"724\" data-end=\"751\">SEN. SHERWIN GATCHALIAN<\/strong>, there was <strong data-start=\"766\" data-end=\"791\">P20.7 BILLION SAVINGS<\/strong> after recomputing the cost of DPWH projects.<\/span><\/p><p data-start=\"849\" data-end=\"1122\" class=\" translation-block\"><span style=\"font-size: 14pt\">SEN. LOREN LEGARDA said that the <strong data-start=\"859\" data-end=\"881\">P16.5 BILLION<\/strong> is based on the lack of funds from the <strong data-start=\"889\" data-end=\"905\">SIN TAX<\/strong>, which should have gone to PhilHealth according to the law. He added that this is the first time that PhilHealth's budget is correct and sufficient based on the correct computation.<\/span><\/p><p data-start=\"1124\" data-end=\"1403\" class=\" translation-block\"><span style=\"font-size: 14pt\">The PhilHealth budget has been in trouble in recent years due to what is called \u201cexcess funds.\u201d But according to the <strong data-start=\"1240\" data-end=\"1257\">SUPREME COURT<\/strong>, there are no \u201cunused excess funds\u201d and the funds should be used for <strong data-start=\"1326\" data-end=\"1353\">BETTER BENEFITS<\/strong> and <strong data-start=\"1357\" data-end=\"1386\">LOWER CONTRIBUTIONS<\/strong> of members.<\/span><\/p><p data-start=\"1405\" data-end=\"1637\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">Apart from PhilHealth, the <strong data-start=\"1444\" data-end=\"1459\">NATIONAL DISASTER RISK REDUCTION FUND<\/strong> was also increased by <strong data-start=\"1464\" data-end=\"1505\">P4.2 BILLION<\/strong>.
