The new policy aims to <strong data-start=\"694\" data-end=\"719\">speed up and simplify<\/strong> the process of obtaining a franchise.<\/span><\/p><p data-start=\"760\" data-end=\"1044\" class=\" translation-block\"><span style=\"font-size: 14pt\">Mendoza explained that many operators have been complaining about the <strong data-start=\"833\" data-end=\"860\">difficult requirements<\/strong> to obtain a Certificate of Public Conveyance.
