According to the Forest Foundation Philippines, the country is at high risk due to its location and frequent typhoons and heavy rains.<\/span><\/p><p data-start=\"533\" data-end=\"907\" class=\" translation-block\"><span style=\"font-size: 14pt\">During the hearing of the House Committees on Sustainable Development Goals and Climate Change, Alaya de Leon of the Forest Foundation Philippines emphasized the need for <em data-start=\"698\" data-end=\"737\">nature-based and sustainable solutions<\/em> to combat the effects of climate change. According to her, flood risk varies from region to region depending on <strong data-start=\"856\" data-end=\"904\">geography, infrastructure, and urban planning<\/strong>.<\/span><\/p><p data-start=\"909\" data-end=\"1226\" class=\" translation-block\"><span style=\"font-size: 14pt\">Rep. Jose Manuel Alba pointed out that large-scale projects such as <strong data-start=\"990\" data-end=\"1011\">dams and sea walls<\/strong> are not enough. He said that solutions that do not harm the environment should be promoted. Rep. Aniela Tolentino also said that <em data-start=\"1126\" data-end=\"1150\">nature-based solutions<\/em> can help in <strong data-start=\"1170\" data-end=\"1223\">livelihoods, nature, and climate resilience<\/strong>.<\/span><\/p><p data-start=\"1228\" data-end=\"1495\" class=\" translation-block\"><span style=\"font-size: 14pt\">Congress is now advancing Rep. Alba's <em data-start=\"1263\" data-end=\"1288\">Low Carbon Economy Bill<\/em> to provide a <strong data-start=\"1320\" data-end=\"1357\">legal basis for the carbon market<\/strong>. Meanwhile, the DENR is drafting an <em data-start=\"1394\" data-end=\"1411\">executive order<\/em> that will provide clear guidance on the implementation of <em data-start=\"1469\" data-end=\"1492\">nature-based projects<\/em>.<\/span><\/p><p data-start=\"1497\" data-end=\"1874\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">Congressmen also expressed frustration over the ongoing <strong data-start=\"1561\" data-end=\"1600\">corruption in flood control projects<\/strong>. According to Rep. Antonio Tinio, corruption must be ended to prevent repeated harm to the people. Rep.
