The ICI, created in September through <em data-start=\"418\" data-end=\"442\">Executive Order No. 94<\/em>, is tasked with investigating irregularities in flood control projects.<\/span><\/p><p data-start=\"533\" data-end=\"845\" class=\" translation-block\"><span style=\"font-size: 14pt\">A high school teacher filed a lawsuit against ICI, claiming it is unconstitutional for allegedly violating <em data-start=\"658\" data-end=\"676\">equal protection<\/em> and <em data-start=\"680\" data-end=\"702\">separation of powers<\/em>. Marcos said he had expected such petitions and assured that the <em data-start=\"796\" data-end=\"815\">Solicitor General<\/em> would defend the government's position.<\/span><\/p><p data-start=\"847\" data-end=\"1222\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to ICI spokesperson Brian Hosaka, the commission continues to operate without its own funds, staff, and <em data-start=\"968\" data-end=\"985\">contempt powers<\/em>. \u201cWe started from scratch, but we are doing everything we can to fulfill our mandate,\u201d Hosaka said. While no funds have been approved yet from the <em data-start=\"1128\" data-end=\"1165\">Department of Budget and Management<\/em>, they are relying on temporary government funding.<\/span><\/p><p data-start=\"1224\" data-end=\"1468\" class=\" translation-block\"><span style=\"font-size: 14pt\">Hosaka also said that the ICI remains independent even though its members are appointed by the President. They are collaborating with various agencies such as the <em data-start=\"1381\" data-end=\"1407\">Public Attorney\u2019s Office<\/em> to expedite the case against those involved in the anomaly.<\/span><\/p><p data-start=\"1470\" data-end=\"1842\" data-is-last-node=\"\" data-is-only-node=\"\"><span style=\"font-size: 14pt;\">Marcos is not worried about the upcoming anti-corruption rally on November 30, but he stressed that they will be on the lookout for \u201cagitators\u201d who could cause trouble.
