They were immediately taken to the Concepcion District Hospital by rescuers but were declared <strong data-start=\"956\" data-end=\"975\">dead on arrival<\/strong>.<\/span><\/p><p data-start=\"980\" data-end=\"1211\" class=\" translation-block\"><span style=\"font-size: 14pt\">Authorities also learned that the plane was owned by a <strong data-start=\"1034\" data-end=\"1055\">foreign national<\/strong> but the name has not yet been determined.
