According to ICI executive director Brian Keith Hosaka, they exercised their <strong data-start=\"621\" data-end=\"662\">right against self-incrimination<\/strong> and reneged on their earlier promise to provide full details.<\/span><\/p><p data-start=\"735\" data-end=\"1055\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to Ombudsman Jesus Crispin Remulla, it is difficult to make the Discayas a <strong data-start=\"792\" data-end=\"809\">state witness<\/strong> because they did not tell the whole truth. \u201cThey are not ready to reveal everything. They just want to pick and choose what to say and save other people,\u201d he said. Because of this, they may be <strong data-start=\"1005\" data-end=\"1016\">charged<\/strong> instead of being granted immunity.<\/span><\/p><p data-start=\"1057\" data-end=\"1337\" class=\" translation-block\"><span style=\"font-size: 14pt\">Curlee is currently in the custody of the Senate after being cited for contempt and has filed a <strong data-start=\"1145\" data-end=\"1162\">habeas corpus<\/strong> petition for his release. He and his wife are also facing a <strong data-start=\"1227\" data-end=\"1263\">\u20b17.1 billion tax evasion case<\/strong> for non-payment of income, excise and documentary stamp taxes.<\/span><\/p><p data-start=\"1339\" data-end=\"1706\" class=\" translation-block\"><span style=\"font-size: 14pt\">Even though Discayas withdrew, ICI is still continuing to build the case. Hosaka said that the information provided by other witnesses is sufficient to continue the investigation. Assistant Ombudsman Mico Clavano also said that Discayas made the wrong move because <strong data-start=\"1612\" data-end=\"1664\">collaborating with the government is the only way<\/strong> to reduce their liability.<\/span><\/p><p data-start=\"1708\" data-end=\"2025\" class=\" translation-block\"><span style=\"font-size: 14pt\">Meanwhile, 16 more individuals were included in the <strong data-start=\"1753\" data-end=\"1798\">immigration lookout bulletin order (ILBO)<\/strong> in connection with the controversy. These include several former officials and businessmen who may have important information in the case.
