The incident has sparked online debate about <strong data-start=\"544\" data-end=\"554\">trust<\/strong> in the system.<\/span><\/p><p data-start=\"570\" data-end=\"798\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to the owner, they immediately <strong data-start=\"604\" data-end=\"617\">contested<\/strong> the violation. The footage from the NCAP camera in Mandaluyong showed that the violation was <strong data-start=\"698\" data-end=\"763\">\u201cDriving in ignorance of traffic restriction on plate number\u201d<\/strong> with <strong data-start=\"771\" data-end=\"795\">Violation Code: 1116<\/strong>.<\/span><\/p><p data-start=\"800\" data-end=\"1089\" class=\" translation-block\"><span style=\"font-size: 14pt\">Many netizens reacted and said that NCAP should have a <strong data-start=\"854\" data-end=\"866\">database<\/strong> to easily know if a vehicle is <strong data-start=\"919\" data-end=\"929\">hybrid<\/strong> or <strong data-start=\"932\" data-end=\"944\">electric<\/strong>. They added that contests are a big hassle because they waste <strong data-start=\"1010\" data-end=\"1029\">time and work<\/strong>, and sometimes there is no <strong data-start=\"1056\" data-end=\"1071\">punishment<\/strong> for the wrong result.<\/span><\/p><p data-start=\"1091\" data-end=\"1315\" class=\" translation-block\"><span style=\"font-size: 14pt\">In the Philippines, <strong data-start=\"1113\" data-end=\"1144\">electric and hybrid vehicles<\/strong> are not covered by the <strong data-start=\"1163\" data-end=\"1187\">number coding scheme<\/strong>. They also have <strong data-start=\"1208\" data-end=\"1229\">special license plates<\/strong> that are <strong data-start=\"1239\" data-end=\"1248\">green<\/strong> to make them easier to distinguish from gas or diesel vehicles.<\/span><\/p><p data-start=\"1317\" data-end=\"1618\" class=\" translation-block\"><span style=\"font-size: 14pt\">The <strong data-start=\"1321\" data-end=\"1329\">NCAP<\/strong> is a system used by the <strong data-start=\"1352\" data-end=\"1360\">MMDA<\/strong> where motorists are caught using <strong data-start=\"1415\" data-end=\"1431\">CCTV cameras<\/strong>. Its goal is <strong data-start=\"1450\" data-end=\"1474\">road discipline<\/strong> and to prevent <strong data-start=\"1489\" data-end=\"1498\">malagay<\/strong> or <strong data-start=\"1501\" data-end=\"1514\">extortion<\/strong>.
