More than <strong data-start=\"462\" data-end=\"477\">P300 million<\/strong> has been spent but it is still not being used.<\/span><\/p><p data-start=\"549\" data-end=\"748\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to <strong data-start=\"557\" data-end=\"587\">DPWH Secretary Vince Dizon<\/strong> and <strong data-start=\"595\" data-end=\"622\">Mayor Benjamin Magalong<\/strong>, the project was poorly designed and lacked proper planning. It is possible that there was <strong data-start=\"712\" data-end=\"732\">gross negligence<\/strong>.<\/span><\/p><p data-start=\"750\" data-end=\"973\" class=\" translation-block\"><span style=\"font-size: 14pt\">Dizon said: <em data-start=\"767\" data-end=\"840\">\u201cThey just want to make money so they do the project even though the plan is wrong.\u201d<\/em> Magalong added that they will review the <strong data-start=\"882\" data-end=\"898\">measurements<\/strong> of the flood control because some parts are in good condition but others are not.<\/span><\/p><p data-start=\"975\" data-end=\"1268\" class=\" translation-block\"><span style=\"font-size: 14pt\">Dizon and Magalong also confronted contractor <strong data-start=\"1033\" data-end=\"1050\">Edgardo Sagum<\/strong> of Eddmari Construction. According to Sagum, there were no anomalies in the project and the damage occurred <strong data-start=\"1146\" data-end=\"1163\">in good faith<\/strong>. He insisted that it was still covered by the <strong data-start=\"1192\" data-end=\"1204\">warranty<\/strong> so the repairs would not cost the government any additional money.<\/span><\/p><p data-start=\"1270\" data-end=\"1484\" class=\" translation-block\"><span style=\"font-size: 14pt\">Dizon announced that this project will be included in the investigation of the <strong data-start=\"1339\" data-end=\"1390\">Independent Commission for Infrastructure (ICI)<\/strong>.
