More than <strong data-start=\"325\" data-end=\"342\">\u20b168.20 billion<\/strong> of this was allocated for <strong data-start=\"368\" data-end=\"396\">nation-building projects<\/strong>, while nearly <strong data-start=\"411\" data-end=\"428\">\u20b123.14 billion<\/strong> went to <strong data-start=\"449\" data-end=\"463\">PhilHealth<\/strong> for universal healthcare and additional benefits for patients.<\/span><\/p><p data-start=\"533\" data-end=\"750\" class=\" translation-block\"><span style=\"font-size: 14pt\">The fund also includes support for the <strong data-start=\"568\" data-end=\"599\">zero-balance billing policy<\/strong> of DOH hospitals. By law, half of PAGCOR's revenue goes directly to the government every month through the Bureau of Treasury.<\/span><\/p><p data-start=\"752\" data-end=\"1091\" class=\" translation-block\"><span style=\"font-size: 14pt\">In addition, up to <strong data-start=\"774\" data-end=\"792\">\u20b112.375 billion<\/strong> was allocated for <strong data-start=\"808\" data-end=\"832\">socio-civic projects<\/strong> such as water systems, livelihood programs, and assistance to typhoon victims. In 2024, they spent more than <strong data-start=\"955\" data-end=\"972\">\u20b1324.6 million<\/strong> for relief operations and almost <strong data-start=\"1008\" data-end=\"1023\">\u20b1136 million<\/strong> for those affected by heavy rains and typhoons in 2025.<\/span><\/p><p data-start=\"1093\" data-end=\"1382\" class=\" translation-block\"><span style=\"font-size: 14pt\">For 2025, <strong data-start=\"1122\" data-end=\"1139\">\u20b159.06 billion<\/strong> in revenue has been recorded in the first half of the year. Of this, <strong data-start=\"1186\" data-end=\"1203\">\u20b138.10 billion<\/strong> has been allocated to government projects including the plan to build <strong data-start=\"1272\" data-end=\"1292\">1,200 classrooms<\/strong>, <strong data-start=\"1294\" data-end=\"1320\">200 e-learning centers<\/strong>, and <strong data-start=\"1325\" data-end=\"1349\">100 wellness centers<\/strong> in various parts of the country.<\/span><\/p><p data-start=\"1384\" data-end=\"1729\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">However, some lawmakers have warned against over-reliance on revenue from <strong data-start=\"1464\" data-end=\"1483\">online gambling<\/strong>. Although half of PAGCOR's total revenue this year comes from this, they emphasized that big profits should not come at the expense of families and youth.
