According to them, it was <strong data-start=\"595\" data-end=\"622\">violated due process<\/strong>.<\/span><\/p><p data-start=\"627\" data-end=\"1048\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to the <strong data-start=\"635\" data-end=\"698\">Alliance of People's Organizations in Lupang Arenda (APOLA)<\/strong> and <strong data-start=\"702\" data-end=\"754\">Samahan ng Mangingisda sa Lawa ng Taytay (SMALT)<\/strong>, they filed a complaint with the <strong data-start=\"785\" data-end=\"883\">Department of Environment and Natural Resources (DENR) - Environmental Management Bureau (EMB)<\/strong> to stop the project. They were also joined by the <strong data-start=\"932\" data-end=\"982\">Philippine Movement for Climate Justice (PMCJ)<\/strong> and other affected residents who appeared at the meeting.<\/span><\/p><p data-start=\"1050\" data-end=\"1417\" class=\" translation-block\"><span style=\"font-size: 14pt\">Residents claimed that the <em data-start=\"1077\" data-end=\"1093\">public scoping<\/em> was invalid from the start due to <strong data-start=\"1133\" data-end=\"1164\">violation of the guidelines<\/strong> of <strong data-start=\"1168\" data-end=\"1217\">DENR Administrative Orders 2017-15 and 2003-20<\/strong> and the <strong data-start=\"1224\" data-end=\"1282\">Philippine Environmental Impact Statement (EIS) System<\/strong>. The PMCJ said that despite a private meeting, the people's grievances <strong data-start=\"1339\" data-end=\"1360\">were not listened to<\/strong> and the scoping still proceeded.<\/span><\/p><p data-start=\"1419\" data-end=\"1693\" class=\" translation-block\"><span style=\"font-size: 14pt\">APOLA President Enteng Vicente Barlos added that the <em data-start=\"1489\" data-end=\"1505\">public scoping<\/em> was conducted in an area that was <strong data-start=\"1518\" data-end=\"1545\">not covered by the project<\/strong>, causing confusion among residents. They called on government agencies to <strong data-start=\"1608\" data-end=\"1656\">follow the law<\/strong> and respect their rights.<\/span><\/p><p data-start=\"1695\" data-end=\"1916\" class=\" translation-block\"><span style=\"font-size: 14pt\">The LLRN project aims to improve connectivity, reduce traffic, and boost the economy in Calabarzon and NCR.
