PAGASA has raised its highest wind signal in several areas as the storm intensifies over Northern Luzon.<\/span><\/p><p data-start=\"434\" data-end=\"690\" class=\" translation-block\"><span style=\"font-size: 14pt\"><strong data-start=\"434\" data-end=\"450\">Signal No. 4<\/strong> raised in the southwest of Ilocos Sur (Santa Lucia, Santa Cruz, Tagudin, Alilem, Sugpon, Suyo) and in the north and center of La Union (Bangar, Luna, San Juan, Bauang, San Fernando City). Winds will reach 118-184 kph, threat to life and property.<\/span><\/p><p data-start=\"692\" data-end=\"1042\" class=\" translation-block\"><span style=\"font-size: 14pt\"><strong data-start=\"692\" data-end=\"708\">Signal No. 3<\/strong> is in southern Ilocos Norte, remaining parts of Ilocos Sur and La Union, Abra, Apayao, Benguet, and some parts of Pangasinan. Winds 89\u2013117 kph, may cause damage. <strong data-start=\"889\" data-end=\"910\">Signal No. 2 and 1<\/strong> are also in place in some parts of Luzon including Cagayan, Isabela, Quirino, Nueva Vizcaya, Aurora, Tarlac, Pampanga, and Zambales.<\/span><\/p><p data-start=\"1044\" data-end=\"1233\" class=\" translation-block\"><span style=\"font-size: 14pt\">Strong <strong data-start=\"1057\" data-end=\"1084\">rain and gusty winds<\/strong> brought by the southwest monsoon are also felt in Metro Manila, CALABARZON, Bicol, MIMAROPA, Visayas, and Mindanao. PAGASA warns of possible flooding and landslides.<\/span><\/p><p data-start=\"1235\" data-end=\"1414\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to PAGASA, <strong data-start=\"1251\" data-end=\"1260\">Emong<\/strong> will cross Northern Luzon and exit the Babuyan Channel before noon.
