He said the severe flooding is not only due to clogged waterways but also due to overcrowding and lack of proper urban planning.<\/span><\/p><p data-start=\"496\" data-end=\"823\" class=\" translation-block\"><span style=\"font-size: 14pt\"><strong data-start=\"496\" data-end=\"568\">\u201cThere is too much urbanization, there are no more open spaces, everything is cemented,\u201d<\/strong> Jaca explained. He added that there is no place to absorb rainwater, so it quickly floods. On July 16, many parts of Cebu City, Mandaue, and Lapu-Lapu were submerged in floodwater after an hour of heavy rain caused by the southwest monsoon.<\/span><\/p><p data-start=\"825\" data-end=\"1161\" class=\" translation-block\"><span style=\"font-size: 14pt\"><strong data-start=\"825\" data-end=\"855\">Solution according to experts:<\/strong> use underground water tanks like what is being done in Bonifacio Global City. Open areas can also be turned into multi-functional public spaces and installed rainwater catchment systems. He added, <strong data-start=\"1062\" data-end=\"1159\">barangay officials should plan well, the project is not just a basketball court.<\/strong><\/span><\/p><p data-start=\"1163\" data-end=\"1460\" class=\" translation-block\"><span style=\"font-size: 14pt\"><strong data-start=\"1163\" data-end=\"1186\">Jaca also warned:<\/strong> continued cutting of mountains and construction of high-rise buildings without sustainability studies is increasing the risk. He said the current desilting is only a short-term solution. <strong data-start=\"1383\" data-end=\"1447\">\u201cThe problem is not money, but implementation and politics,\u201d<\/strong> he said.<\/span><\/p><p data-start=\"1462\" data-end=\"1691\" class=\" translation-block\"><span style=\"font-size: 14pt\">On July 22, Cebu City declared a <strong data-start=\"1492\" data-end=\"1527\">state of calamity<\/strong> and allocated P15M for the immediate cleaning of clogged rivers and estuaries.
