It was built during the first Marcos administration on the site of a burned-down market.<\/span><\/p><p data-start=\"520\" data-end=\"850\" class=\" translation-block\"><span style=\"font-size: 14pt\">For many years, the mall was operated under a <strong data-start=\"587\" data-end=\"606\">lease agreement<\/strong> that lasted longer than several administrations. In a formal <strong data-start=\"676\" data-end=\"697\">turnover ceremony<\/strong> on May 28, management officially transferred from the <strong data-start=\"757\" data-end=\"809\">Human Settlements Development Corporation (HSDC)<\/strong> to the <strong data-start=\"820\" data-end=\"849\">City Government of Baguio<\/strong>.<\/span><\/p><p data-start=\"852\" data-end=\"1165\" class=\" translation-block\"><span style=\"font-size: 14pt\">Many residents are asking if <strong data-start=\"892\" data-end=\"933\">the old escalators<\/strong> at Maharlika are still usable. According to Mayor <strong data-start=\"963\" data-end=\"984\">Benjamin Magalong<\/strong>, the city has allocated <strong data-start=\"1009\" data-end=\"1023\">\u20b125 million<\/strong> for the mall's operations.
