According to <strong data-start=\"494\" data-end=\"531\">mayoralty candidate Sarah Discaya<\/strong>, the city can fund the <strong data-start=\"564\" data-end=\"588\">Zero Billing Program<\/strong> because Pasig has sufficient <strong data-start=\"605\" data-end=\"624\">income<\/strong>.<\/span><\/p><p class=\" translation-block\" data-start=\"627\" data-end=\"873\"><span style=\"font-size: 14pt\"><strong data-start=\"638\" data-end=\"651\">Ate Sarah<\/strong>'s statement, \u201cMy dream is a <strong data-start=\"676\" data-end=\"705\">hospital without a cashier<\/strong> \u2014 where patients can be admitted, given medicine, cared for by <strong data-start=\"781\" data-end=\"800\">doctors and nurses<\/strong>, and sent home without having to worry about the bill. <strong data-start=\"843\" data-end=\"872\">City Hall will answer.<\/strong>\u201d<\/span><\/p><p class=\" translation-block\" data-start=\"875\" data-end=\"1133\"><span style=\"font-size: 14pt\">If he wins the <strong data-start=\"896\" data-end=\"917\">elections on May 12<\/strong>, he will immediately build a <strong data-start=\"951\" data-end=\"986\">modern 11-story hospital<\/strong> under his Team Sarah's <strong data-start=\"1011\" data-end=\"1029\">Smart Hospital<\/strong> project.
