But as in 2019, many are objecting due to <strong data-start=\"582\" data-end=\"654\">high costs, environmental impact, and lack of consultation<\/strong>. During the <strong data-start=\"1107\" data-end=\"1130\">2023 Mayon eruption<\/strong>, more than <strong data-start=\"1140\" data-end=\"1156\">38,000 people<\/strong> were affected, but many still <strong data-start=\"1199\" data-end=\"1237\">without proper evacuation centers<\/strong>.
