Typhoon Julian (also known as Krathon) re-entered the Philippine Area of \u200b\u200bResponsibility (PAR) this Thursday, October 3, around 8 am, two days after it exited.<\/span><\/p>

As of 10 a.m., Julian is located 245 kilometers northwest of Itbayat, Batanes, slowly moving east-northeast toward Taiwan. The storm has weakened, with maximum sustained winds of 120 kilometers per hour, and gusts of up to 165 km\/h. At its height, Julian's wind strength reached 195 km\/h when it was still a super typhoon.<\/span><\/p>

Julian first came out of PAR around 9 am on October 1 but only stayed near the border. Although it did not make landfall in the Philippines, it brought heavy rains to the North and some parts of Central Luzon at the end of September.<\/span><\/p>

Weather Updates and Warnings<\/span><\/h2>

According to the Philippine weather agency, PAGASA, Julian may still bring scattered rain and thunderstorms to Northern and Central Luzon this Thursday. However, it is expected that the weather will gradually improve.<\/span><\/p>

As of 11 a.m., Signal No. remains on. 1 in Itbayat, Batanes, which means the area is still experiencing strong winds. Previously under Signal No. 4 Batanes and some parts of the Babuyan Islands as Julian passes near the area.<\/span><\/p>

Due to the damage left by the typhoon, both Batanes and Ilocos Norte were placed under a state of calamity.<\/span><\/p>

PAGASA expects Julian to hit southwestern Taiwan this afternoon, possibly weakening as it passes over the island's mountains. By Friday, October 4, Julian is expected to weaken completely and become a remnant low.<\/span><\/p>

The weakening of the typhoon was caused by cooler sea temperatures and incoming winds from the East China Sea and Taiwan Strait.<\/span><\/p>

Coastal Conditions<\/span><\/h2>

Even though Julian has weakened, PAGASA still issued a warning about dangerous sea conditions. The waves around Batanes are expected to be very rough, with waves as high as 4.5 meters. Fishermen, especially those with small boats, are advised not to cast out. Moderate to rough waves are expected in the Babuyan Islands, Ilocos Norte, and other coastal waters, with wave heights ranging from 2.5 to 4 meters.<\/span><\/p>
