Ang hindi nabayarang 5,039,926 HEA at 4,283 COVID-19 sickness at death claims ng mga healthcare worker at kanilang mga kamag-anak ay maaaring tuluyan nang maayos ng Kagawaran ng Kalusugan.<\/span><\/p>

Sa wakas, matatanggap na ng mga frontline healthcare worker ang kanilang natitirang Health Emergency Allowance (HEA) claims.<\/span><\/p>

Sinabi ng Department of Budget and Management ngayong Huwebes, Hulyo 4, na ilalabas nila ang P27.453 bilyon sa Biyernes, Hulyo 5. Ito ay nangangahulugang ang 5,039,926 na hindi nabayarang HEA at 4,283 na COVID-19 sickness at death compensation claims ng mga karapat-dapat na healthcare at non-healthcare worker na naglingkod sa bansa sa panahon ng pandemya ay magkakaroon na ng kanilang pera.<\/span><\/p>

\"Ito ay isang natupad na pangako,\" sabi ni Budget and Management Secretary Amenah Pangandaman. \"Kahit sa 2025 pa ito hinihiling ng DOH, sinikap po ng DBM na mas maaga itong tuparin dahil deserve po ito ng ating mga manggagawa sa health sector.\"<\/span><\/p>

Noong Abril 2022, pormal na nilagdaan ni dating Pangulong Rodrigo Duterte ang batas na nagbibigay ng mga benepisyo at allowances para sa mga health worker sa panahon ng public health emergencies.<\/span><\/p>

Batay sa Republic Act 11712, makakatanggap ang mga healthcare worker ng allowance mula P3,000 hanggang P9,000 kada buwan, depende sa risk classification ng kanilang deployment. Ang batas ay nagbibigay din na sila ay makakatanggap ng compensation sakaling sila ay magka-COVID-19.<\/span><\/p>

Hanggang sa ngayon, nagbigay na ang departamento ng P91.283 bilyon sa DOH para sa Public Health Emergency Benefits and Allowances (PHEBA), kung saan P73.261 bilyon ay inilaan para sa HEA ng mga health worker. Ang PHEBA ay nagbibigay din ng pondo para sa Special Risk Allowance (SRA) ng mga manggagawa, compensation para sa COVID-19 sickness at death, at iba pang allowances para sa meals, accommodation, at transportation.<\/span><\/p>

Sa isang panayam sa telebisyon, sinabi ni DOH spokesman Albert Domingo na una nilang isinama ang HEA disbursement sa budget na kanilang inihanda para sa 2025.<\/span><\/p>

\"Nagtaka kami bakit, dun sa National Expenditure Program na sinubmit namin, inalis nila \u2018yung HEA. Sabi namin, ano naman nangyari? \u2018Yun pala may magandang pagtupad ng pangako ang Pangulong Marcos na hindi aantayin ang 2025, this year na,\" sabi ni Domingo sa DWPM Radyo 360 nitong Huwebes.<\/span><\/p>

Binigyang-diin ni Domingo ang paalala sa mga ospital na siguraduhing naayos na ang kanilang mga kinakailangang dokumento upang hindi na magkaroon pa ng karagdagang pagkaantala sa pagbibigay ng allowances. \"Siguro matagal na \u2018yung one month, tatagal lang ito kung ang papeles ay hindi kumpleto.\"<\/span><\/p>

Samantala, sinabi ni Iloilo 1st District Representative Janette Garin, na nagsilbing kalihim ng kalusugan ng bansa mula 2015 hanggang 2016, na ang paglalabas ng allowances ay \"matagal nang dapat.\"<\/span><\/p>
